Rocko is the deuteragonist of The Pebble and the Penguin, who plays a pivotal role in getting Hubie home to Antarctica in time for the Full Moon Mating Ceremony. A funny, sarcastic Rockhopper penguin with an immense dislike for lies, Rocko is Hubie's best friend, but not at first.
Although Rocko initially dislikes Hubie, he eventually softens up and starts to like him. Rocko can be described as a tsundere. He acts harsh and cold to Hubie throughout most of the movie, often denying that he likes Hubie. It wasn't until the film's second to last musical number, Looks Like I Got Me A Friend that he admits that he indeed does like Hubie, after he was concerned for Hubie after he passed out from holding his breath until Rocko admits that he likes him. Rocko's dream is to fly, which is ironic, considering in real life penguins cannot fly due to the nature of physics.

What Makes Him Close to Being Pure Good?[]
- Though reluctant, he allowed Hubie to escape the ship they and the other captive penguins were brought to, and came up with the strategy on how to jailbreak out of the ship.
- He assisted Hubie when he has trouble escaping from the ship, with The Boots acting as prison guards and trying to keep both of them from escaping.
- He only kicked the bucket of glop onto the captain of the Boots to allow himself to escape the ship along with Hubie, not before the captain calls for backup.
- During his time spent in Tahiti, he makes a deal with Hubie that if Hubie gets him and Waldo to meet each other, he'll get him home to Antarctica before the next Full Moon, so he can reunite with Marina.
- He forgave Hubie when he lied about a make-believe penguin named Waldo.
- Rocko grabbed Hubie, when he was going off on his own after their argument, and warns him about the Killer Whale that was below the water.
- Rocko went after Hubie, when he aimlessly swims into the water to catch a school of fish he spotted for his catch for the time he and Rocko were in the fishing hole and he pulls onto his scarf to keep him together, right before Hubie accidentally wakes up the same leopard seal that tried to eat Hubie previously after Drake tossed Hubie into the sea days prior.
- He attempted to stop Hubie from trying to retrieve his pebble he dropped, due to the fact that the pebble landed right next to the leopard seal, and could get killed by the leopard seal if he goes to retrieve it; then again, it's hard to blame Hubie, given the pebble was obligatory to The Full Moon Mating Ceremony, and he needs the pebble to propose to Marina.
- He saved Hubie from getting eaten by the leopard seal twice; once when Hubie went to collect his pebble, by swimming to him and pushing him away from the leopard seal, and again when he grabs Hubie by the scarf and pulls him away from the leopard seal just in time before it eats him.
- The time they were stuck inside the Leopard Seal's mouth, he saves himself and Hubie from indigestion via shaking inside the leopard seal's mouth hard enough for the seal to spit him and Hubie out of his mouth.
- He personally taught Hubie to fight along the way home and trains him for his impending confrontation against Drake.
- He was the one that came up with the idea for Hubie to swim to the iceberg.
- He sacrificed himself to the killer whales by leading them away, to allow Hubie to swim to the iceberg and get back to Antarctica.
- He finds and retrieves Hubie's pebble that Hubie dropped during his run in with the killer whales off-screen.
- He saved Hubie and Marina from falling to their demise after Drake's base collapses, and achieves the power of flight.
- He returned Hubie his pebble so he can give it to Marina.
What Prevents Him From Being Pure Good?[]
- He is prone to recklessness which leads him to endangering himself; for example, he jumped off of an airstrip in an attempt to fly, whilst ignoring Hubie's warnings not to, almost badly injuring himself after his attempt fails.
- On top of that he was stubborn enough to refuse Hubie's help. When Hubie went to help him after he fell from his failed attempt to fly from the airstip, he rudely told him he doesn't need any help and let him be.
- At times, his stubbornness puts Hubie's life at risk, such as Hubie going off to the ledge and almost causing him to get eaten by the killer whale. However, Rocko has intervened, making this a minor prevention.
- Rocko pummeled and attempted to choke Hubie after he learned that Hubie lied to him about a make-believe penguin named Waldo. While Rocko was understandably upset with Hubie for telling him a lie, his lethal moment is still too fravalent to dismiss as a heating-up-period.
- He is a tsundere, as he acted cold and harsh to Hubie initially. While he eventually warms up to Hubie and comes to like him, his tsundere persona prevents him from being PG.

- He's one of few NPGs that has 4 preventions.
- Rocko is one of the four Don Bluth heroes to be NPG, along with Auntie Shrew, Sullivan, and Joseph Korso and is the only one not to come from a work with a Pure Evil villain.
- He is the only hero from The Pebble and the Penguin who qualifies as NPG, as the rest are either full-fledged PGs (Hubie and the bird kids) or not admirable enough for either status (Marina).
